Honolulu Cuts Permit Review Time in Half with AI Pre-Check
Quick Summary
Honolulu's Department of Planning and Permitting added an AI pre-check that reads residential plan sets and flags missing documents and code problems before a human reviewer opens the file. Median time through the process fell from 73 days to 32.5 days.
The Use Case
Residential permit applications kept arriving incomplete or out of compliance, so each one bounced through multiple review rounds and staff spent their days on clerical checking. In August 2025 the city launched CivCheck (now part of Clariti) for single-family homes, duplexes, ADUs, additions and renovations. Applicants upload plans before formal submission. The AI turns the PDFs into structured data, checks for required documents, checks the design against setbacks and residential code, and returns a list of fixes. Planners still make every final decision. Staff feedback at launch was, in the department's words, almost universally negative; the numbers turned it around.
Real Example
- A homeowner's architect uploads a plan set for an ADU
- The AI reads the drawings and forms and extracts the key data
- It flags a missing drainage form and a rear setback that is short by two feet
- The architect fixes both and resubmits the same week
- The application enters formal review complete, and a planner approves it in one cycle
- The department tracks cycles and corrections per application on a dashboard
Why It Matters
- Median processing time fell from 73 days to 32.5 days
- Review cycles per application dropped from 3.4 to 1.4
- Corrections per application dropped from 23.5 to 7.7
